本日、愚息と、生ごみを捨てに行く途中、桜が咲いてたので、生ごみを捨ててから、桜を見に行こうと言うことになり、見に行きましたがな～　　めっちゃ　綺麗でした。

YOKOSUKA, Kanagawa--The Kanagawa prefectural police arrested Thursday a seaman apprentice of the U.S. Yokosuka Naval Base on suspicion of robbing and murdering a Tokyo taxi driver last month in Yokosuka, Kanagawa Prefecture, police said.
Olatunbosun Ugbogu, 22, of Nigerian nationality, had been detained by the U.S. Navy for alleged desertion from the base. The Japanese government asked at a Japan-U.S. Joint Committee on Thursday for approval for Ugbogu's handover before his indictment on suspicion of the murder, citing the Japan-U.S. Status of Forces Agreement. His preindictment handover to the Japanese side came on the same day soon after an agreement was reached at the committee.
It is the fifth handover of a U.S. serviceman before the filing of a formal indictment since 1995, when the implementation of the Japan-U.S. Status of Forces Agreement was reviewed. The sailor is a crew member of the Aegis-equipped vessel Cowpens, which is based at Yokosuka. He has acquired permanent residence status in the United States.
Ugbogu was arrested at Yokosuka Police Station at 3:45 p.m. after being taken there from the base by a police vehicle.
The special investigation squad at the police station announced the sailor had confessed in questioning conducted in the presence of U.S. military representatives to the killing of the taxi driver, Masaaki Takahashi, 61, and to fleeing from the scene. He also said he had traveled to Yokosuka alone.
According to the police statement, the sailor killed Takahashi by stabbing him in the left shoulder with a kitchen knife while the taxi was parked on a road in Yokosuka at about 9:20 p.m. on March 19. He ran off, not paying the 19,560 yen tax fare and expressway toll for the journey from JR Shinagawa Station in Minato Ward, Tokyo, to Yokosuka.
When Takahashi's body was found, the taxi's meter showed the sailor was paying the fare, but a credit card reader indicated the card was unusable, investigative sources said. A credit card in the name of the sailor was found dropped below the driver's seat in the taxi. The card was found to have been suspended by a credit card company before the murder occurred.
According to police sources and U.S. Navy investigations, the sailor had taken the kitchen knife from the home of a female acquaintance in Tokyo, whom he had stayed with since he left the base on March 8.
He also told the investigators that he committed the crime because god told him to kill a person.
The special investigation squad intends to question the sailor about his motive and why he had the kitchen knife before getting into the taxi.

　東京都内のタクシーのほぼ全車両に近い９５％が禁煙となった。東京乗用旅客自動車協会と東京都個人タクシー協会に所属する計５万２０００台のタクシーで全面禁煙に踏み切ったからである。
　乗った途端にムッとくる車内のあのにおいに苦しめられた乗客も多かったはずだ。これでタクシーが気持ち良く利用できそうである。
　航空機や鉄道では禁煙空間が増え、全面禁煙もごく普通になっている。乗り物ではタクシーだけが遅れていた。今後はタクシー業界が率先して全面禁煙をさらに推進してほしい。業界には快適な車内空間をつくり、乗客や乗務員をたばこの健康被害から守る義務もあるからである。
　法的にも、平成１７年１２月、東京地裁が「タクシー業者は受動喫煙から運転手の健康を守る義務を負う」という判断を示している。１５年５月に施行された受動喫煙防止などのための健康増進法に基づいたものだ。
　これらがその後のタクシーの禁煙化に拍車をかけた。まず、１９年６月に大分県で全国初のタクシー全面禁煙が導入された。これに長野、神奈川、静岡、愛知の各県が続いた。都内で全面禁煙となった７日には、埼玉と福井の両県も実施に踏み切った。
　現時点で全面禁煙は１５都県で、これ以外の地域の禁煙車も含めると、全国２７万台のタクシーの半数近い１２万台が禁煙車となっている。沖縄県や奈良県などでも全面禁煙を実施の予定だ。タクシーの全面禁煙は潮流である。
　しかし、車両数全国２位の大阪府では「利用者の反発を招き、減収になる」との理由から立ち遅れるなど、全面禁煙化は東高西低が続いている。
　「タクシーの車内はたばこを吸ってリラックスし、ものを考えるのに欠かせない」「東京都心では路上喫煙の禁止地域も多い。せめてタクシーぐらいは…」との声も聞かれる。
　昨年暮れには初乗り上限料金が６６０円から７１０円に値上げされ、愛煙家はダブルパンチでストレスがたまるばかりだろう。それでもマナーやルールは守らなければならない。
　喫煙率は年々下がっているとはいえ喫煙人口は推計２７００万人に上る。しかし、吸うのであれば、最低限他人に迷惑をかけないことが肝心だ。
